SEMINARS AND WORKSHOPS
The STIMA project focuses upon study and research, as well as information and promotion of shipping security. In particular, it plans workshops to improve the technical and scientific knowledge of the industry problems.

This section collects the seminars and workshops that have already been held and provides an approximate schedule of next events. Title, abstract, speakers’ list and complete papers of each workshop are given.


> SHIPPING SECURITY: INSTITUTIONAL RESPONSIBILITIES AND THE ROLE OF COOPERATION BETWEEN REGIONAL AND LOCAL AUTHORITIES <
The workshop was held at LEM on September 12th 2002.
Divided into three sessions, the workshop gave a picture of the state of the art of local, national and European shipping security with special reference to Mediterranean and northern European seas. The workshop brought to the fore the need to follow up on technological progress and the development of national and international legislations through a good training of port and ship staff.

> LAW DECREE 27 JULY 1999 No° 271
Law Decree no. 271/99 implements the European directives and adapts the specific regulations on maritime work to the general regulations on the protection of health in industrial environments. Pending the issuance of the implementing regulations, STIMA discussed the time span and the minimum contents of the shipping operators’ training and education as well as systems to change attitudes and approaches that are not based on the culture of security.
The meeting held on December 18th 2003 then reviewed the concept of “craft” to which the specific provisions of LD 271 apply, while drawing attention to coordination between the activities it regulates and the adjoining activities, for instance the port activities, that are covered by the general provisions of LD 626 on workers’ safety. Finally, it reviewed the regulations set forth by LD 298/99 that covers fishing crafts on the same subjects.

> MARITIME OPERATORS' TRAINING IN THE MANAGEMENT OF EMERGENCIES ON PASSENGER SHIPS <
The seminar was held at LEM on December 19th 2002.
Gianfranco Lamberti, Mayor of Livorno, opened the works of the second LEM meeting on shipping security. First, the speakers illustrated the state of the art in maritime operators’ training, then a specially-established workgroup met to draw up a final document as the outcome of the workshop. The experts came from the academic world, from training schools and from industry companies. In addition, the workshop was attended by Italian ship-owners and trade unions.

> THE ISM CODE - INTERNATIONAL SAFETY MANAGEMENT<
The workshop was held at LEM on May 15th 2003.
Organised as part of the STIMA project for the promotion of the culture of shipping security, the workshop was very successful. It was attended by lots of students from the last form of Maritime Transport and Apparatuses of the Nautical College “Cappellini” in Livorno, lots of representatives from the major shipping companies of Tuscany and Liguria as well as young graduates that were awarded scholarships from Fondazione LEM.

The workshop was held at LEM in the morning of April 2nd 2004.

> The ISPS Code (International Ship and Port Security) - Livorno, April 2nd and 3rd 2004.
The meeting held at LEM on April 2nd and 3rd investigated the organisation of “security” in the port sphere, from new jobs to cooperation between ships and ports, from the birth of the legislation to the recognition of the international organisations dealing with the fight to terrorism, with special reference to shipping security, from the legal implications of the application to the similarities with the ISM Code. The second day consisted in an educational workshop on the practical application of the ISPS Code, focussing on the following subjects: security process, access control, rule and responsibilities, training port facilities security, circumventing security.
